20th Century Sovietologist Robert Conquest famously articulated three 'laws' of politics:

1. Everyone is conservative about what they know best.
2. Any organization not explicitly right-wing will eventually become left-wing.
3. The behavior of any bureaucratic organization can best be understood by assuming it is controlled by a cabal of its enemies.
